It was late last summer when an Oil City couple devised a program of care and adoption for stray and feral cats — inspired by a “roaming cat” in the neighborhood that fittingly became known as “Roman.”

The plan, which evolved into Roman’s Refuge, is growing not only in success but also in the community.
